KBP WANTS NTC TO ISSUE IRR ON DTV NOW!

Expressing its impatience over government inaction, the local broadcast industry has asked the National Telecommunications Commission (NTC) to issue the implementing rules and regulations (IRR) for the digital TV standard it picked last year.

The Kapisanan ng mga Brodkaster ng Pilipinas (KBP) said broadcast networks have been waiting for the NTC rules that will set the ground rules and provisions to guide broadcast firms in operating under digital transmission.


The NTC last year chose the Japanese digital TV standard over the European platform, but has not yet issued the necessary rules after Malacanang ordered a review of its decision. The European Union has reportedly approached Pres. Benigno “Noynoy” Aquino in an effort to appeal the NTC’s ruling.

Atom Henares, chairman of the KBP Television Committee, said it is important for the NTC to already come out with the IRR because the country is trying to meet the deadline set by the International Telecommunication Union (ITU).

ITU is the global body, to which the Philippines is a member of, mandating countries to adopt a new digital TV standard. Countries like United States and Japan took almost ten years to fully roll out digital broadcasting.

“If we keep on delaying the release of IRR just because a new standard is released, we will be left out. Technology is always evolving non-stop. We need to address the needs of the Filipinos now,” stressed Henares.

“Majority of our households don’t have cable subscriptions which confine their viewing experience to up to only 22 channels compared to up to 176 channels in DTT. Being stuck in the analog age of television limits the viewing experience of Filipinos,” Henares explained.

Of the 22 channels, only three are being watched by approximately 80 percent of the market. This is a clear proof of the limited choices the Filipinos currently have in terms of programs and content, the group said.

Another significant feature of DTT is its data broadcast capability and interactivity, which allows for immediate data transmission to all DTT users. This is particularly helpful in emergency situations, the group added.

“Migrating to DTT also makes viewing for Filipinos easier anywhere with its mobility. Several mobile phones are already available in the market that can receive DTT signals allowing its users to watch while on the go,” KBP said.

The urgent need to migrate to digital broadcasting is being pushed by other non-KBP member broadcast networks as well, the group said.

Antonio M. Leduna, chief technology officer of National Broadcasting Network (NBN) said, “With DTT, the public could be served better with better reception and quality.”

NBN has been test broadcasting using digital transmission since 2009 and has not since experienced any interruption or problems with their reception. Other networks that are currently testing digital broadcast are Gem TV and Net 25.

Leduna added that the reaction they always get when they demo digital broadcast to a group of people is, “When will it be available to us?”

Said Henares, “All the industry needs now is the IRR for them to fully prepare to roll out digital broadcast.”

bakit kaya? all the kapamilya fans here knows why.. thats a clear delaying tactics.. kasi hindi pa handa ang kapuso network.

and if digital signal is here.. lalu matatakot sina gozon dahil baka tuluyan silang dahil malinaw na ang signal ng signal and reception ng lahat ng channels as compared today naeenjoy pa ng gma ang antenna signal dahil malinaw sila sa mmnila.

ABS-CBN was one of the first TV networks to test digital terrestrial signals back in 2007, their way to express its competitiveness in the technical scene after its inception of failed Baron antennas years ago. DVB-T was once used, as per the NTC relayed to broadcasters the use as the country’s standard. The European DVB-T offers low-price decoder boxes compared to other worldwide DTT standards, and can accumulate three to four sub-channels fit onto one frequency. DVB-T was once captured by broadcasters the most efficient and best used for the Philippines’ migration to digital television.

Until such time GEMNET acquaint with the new standard from Japan, the ISDB-T. Being touted as the “Best digital TV standard”, ISDB-T has the fixed, portable and mobile offered in one. Compared to DVB-T, the Japanese standard can also have four SD channels, but to bid new to cater Philippine TV, ISDB-T can also offer high definition television broadcast, an awaiting technology has arrived the TV scenery.

NBN, in partnership with the Japan government, also used ISDB-T as a growing demand for digital TV system of the country. Still, NTC has no decision on the final DTT standard of the Philippines, having ABS-CBN and other TV networks embrace European norm and GEMNET and the government networks clinch with the ISDB-T, until such time, the governing body decides and ISDB-T won the DTT race

Broadcasters are now ready to ship their own DTV facility after its commencement on June 2010. On early 2011, weeks before the governing body to start polishing the imposing rules and regulations for DTT, GMA Network expressed its gratitude to review a new and more state-of-the-art digital TV standard, the second generation DVB-T. DVB-T2 offers more high-level than ISDB-T, providing much payload for the digital broadcasters, giving way three to four high definition channels in one frequency compared to ISDB-T’s two.

Okay, so the technical working group are in the works of having a review. In revenge to GMA’s bid, ABS-CBN launched officially its digital TV service to pre-empt the governing body to stand still in their decision of having ISDB-T as the sole DTT standard in the country.

Update (17 May 2011): ABS-CBN is now completely converting their equipments into ISDB-T International for the Philippines to officially adopt and use this standard for digital terrestrial television broadcast.

Update (19 May 2011): As per the news posted by Philippine Star, re: "GMA Network cautions NTC about digital TV technology", GMA Network also has the capability to go hybrid, as they have the Japanese and European DTV network support in their facility. And we quote:

MANILA, Philippines – Philippine sports finally enters the digital era as ABS-CBN begins its high-definition (HD) test broadcast of the UAAP games today and NCAA games on Monday on Balls HD (SkyCable Channel 166).
According to ABS-CBN Sports head Peter Musngi, it will only be a matter of time before ABS-CBN starts airing boxing, billiards, and even non-basketball games of UAAP and the NCAA on HD.
“We’re bringing the UAAP to the digital age. With HDTV, local viewers can now experience what sports fans around the world already enjoy - wide-screen and crystal clear picture quality, fluid motion, and digital sound. HDTV is apt for sporting events and it is a perfect fit for avid sports viewers who want to see all the action,” said Musngi.
As the first and only local network with a full HD OB van, ABS-CBN will mark the first time in Philippine television history to broadcast a locally produced program and a live event on high-definition.
Balls HD (SkyCable channel 166) will air the live telecast of the UAAP games on HD from 2 p.m. to 7 p.m. every Thursday, Saturday, and Sunday, while NCAA games on HD will air every Monday, Wednesday, and Friday. The primetime telecast of the games will be at 8 p.m. for UAAP and 10 p.m. for NCAA on the said days.
There will also be live standard broadcast coverage of the UAAP and the NCAA on Studio 23 on the same schedules. Replay of the games will follow on the same days on Balls Channel (Skycable Channel 34) on primetime beginning 8 p.m. for UAAP and 10 p.m. for NCAA.

so bitter..to think mayayaman ang mga viewers ng kapailya.....kasi kung wala silang pera paano sila makakabili ng box(i dont know what that name, digital box ba yun).....so wag niyong sabihin na class A ang viewers ng kapamilya kasi mostly sa vis-min ay mahihirap at walang pera- nakikinabang lang sila sa mga bundok....

i agree to chillax and anonymous after chillax, maraming mayayaman sa vis-min.

madalas kasi ang akala ng taga manila ay walang kwenta ang taga vis-min.

its true mas magaganda lifestyle nila.. at lalong totoo naman na mas maraming squatters sa manila.

siguro mamahalin lang ng gma network ang vis-min kapag naging number1 sila sa mga areas na yan for 10yrs..

hirap kasi ang gma na sakupin ang vis-min kaya laging mega-manila ang ipinagsisigawan..

sorry nalang sa kanila kasi it will show on the commercials nalang dhil 80% if not 90% of the models were kapamilya stars and thats the truth.

when it comes to digital.. lets give my credit for gemnet/net25 for the minor network, and for the major network, abscbn ang naginitiate, but due to delaying tactics of another network, ndi makapag digital signal ang kapamilya, member kasi sila ng kbp kaya nirerespeto nila and abscbn is waiting for their go signal..

gma lahat ginagawa para madelay.. tv5, nbn is ready na rin.. palibhasa ndi member ng kbp ang gma kaya ginagawa lahat para maharang ang digitalization

hahahahaha,,, alam ko na kung baket away ng gma sa digitalization ng tv? main reason kasi mas malinaw na at marami nang manood ng mga favorite shows sa another channel particularly ABS-CBN, tv5, etc, ibc, etc.... sure matatalo sila sa tv ratings..... ISDB-T and choice ng ntc at pabor na ang lahat ng major and minor network maliban sa gma na gusto nila dvb european standard....... eh ntc nag order nito,,, wag na kasi epal kapusooookkkk...... kaya na delayed ang digitalization sa pinas..... for ur info... us, europe already shifted na dtv service.....
